Description / Scope of Work
The Rawalpindi Institute of Cardiology, a government healthcare facility in Punjab, invites sealed electronic bids for provision of smart surveillance and infection-free zone management services through four independent packages. The procurement comprises parking management and infection-free zone charge collection on a revenue-sharing concession basis, security services under a fixed-price manpower contract, janitorial services under a fixed-price service contract, and an AI-integrated smart surveillance and access control system on a turnkey supply and installation basis. The contract is for one financial year (2026-27) with extension options up to three years based on performance. Bid reference RIC/PO/532/26 (Revised) dated 02-09-2026 governs this procurement in accordance with Punjab Procurement Rules 2014 (amended) and Punjab Procurement Regulations 2024. Bidders may submit proposals for one, several, or all four packages independently or as joint ventures.
Bidders must furnish a fixed bid security of PKR 2,000,000 (Rupees Two Million only) for each package bid upon. Eligible bidders include registered firms capable of delivering the respective services with appropriate licenses and certifications. Bidders are required to submit package-specific technical and financial proposals, separately marked for each package. All proposals must be submitted in English and comply with the detailed specifications and terms outlined in the bidding documents. Preference shall be given to bidders with demonstrated experience in hospital security, facility management, and surveillance system integration.
Bidding documents are available for download from the Punjab Procurement Regulatory Authority website (http://ppra.punjab.gov.pk), the e-Procurement system (https://ep.punjab.gov.pk), and the RIC website (www.ric.gop.pk). Electronic bids must be submitted online on or before 25-09-2026 at 10:00 AM via the e-Procurement system. Bid opening shall occur on the same day at 10:30 AM. A pre-bid meeting is scheduled for 19-09-2026 at 11:00 AM at the Purchase Office of RIC, Rawalpindi. Bid validity is 180 days from opening date.
