Description / Scope of Work
The University of Agriculture, Faisalabad invites e-tenders and requests for proposals from consulting firms for detailed design, master planning, and resident supervision of civil works components under two development projects at Narowal in Punjab. The first project is the Model Seed Research and Outreach Station Narowal under the initiative titled Quality Seed Production and Supply to the Farming Community for Ensuring Food Security in Pakistan (Revised), with tentative civil works cost of Rs 542.914 million and estimated consultancy cost of Rs 5.429 million for design phase and Rs 10.858 million for resident supervision. The second project is the Pak Korea Nutrition Centre (PKNC) Regional Outreach Research Center at Narowal under the Establishment of Pak Korea Nutrition Centre to improve Child and Community Nutrition (Revised), with tentative civil works cost of Rs 161.071 million and estimated consultancy cost of Rs 1.610 million for design and Rs 3.221 million for resident supervision.
Eligible consulting firms must be duly registered with the Pakistan Engineering Council (PEC) and included in the Prequalified List of the Planning and Development Board, Government of the Punjab, under Sector Infrastructure and Structural Engineering, Sub-Sector Building for the current financial year. Bidders are required to submit bid security equal to 2 percent of the estimated consultancy cost in the form of a bank draft, pay order, or call deposit receipt issued by a scheduled bank in favor of Executive Engineer (ECD-P), UAF. Submission of false information or fabricated bid security will result in disqualification under applicable PPRA Rules and potential referral to PEC and PPRA for legal action. Conditional bids and bids without required bid security shall be rejected.
Bidding documents are available free of cost from the UAF website (http://uaf.edu.pk/directorates/dpiv/dpiv_tenders.html) and the PPRA website (https://ep.punjab.gov.pk/admin/procurement/procurement-plan). All prospective bidders must submit bids through the Punjab e-Procurement System, then download and submit a hard copy of the financial proposal along with original bid security in a sealed envelope. Proposals must be submitted on or before October 1, 2026 at 11:00 AM, with bids opening the same day at 11:30 AM. The selection shall be made under the Least Cost Based Selection (LCBS) method.
