Description / Scope of Work
The Strategic Planning and Implementation Unit (SPIU) of the Environment Protection and Climate Change Department, Government of the Punjab, invites pre-qualification applications from national and local companies, firms, and joint ventures for a complete package encompassing design, supply, installation, commissioning, operation and maintenance of an integrated vehicle emission scanning and monitoring system with associated infrastructure. This is part of the Lahore Air Improvement Framework (LAIF) project aimed at improving air quality in Lahore, Punjab. The project requires applicants to demonstrate capability to undertake the complete scope with no partial participation permitted. Interested eligible applicants must be registered on the Punjab E-Procurement System (EP) and with relevant registration authorities and tax departments.
Eligibility requires applicants to be national or local companies or firms properly registered with relevant authorities. Joint ventures and consortiums are permitted to participate. Applicants must demonstrate full capability to execute the complete project scope. The pre-qualification process shall be conducted in accordance with the Punjab Procurement Rules 2014 (amended to date). All applications must be duly completed, signed and stamped in complete conformity with the pre-qualification document requirements. Partial and conditional applications will be disqualified automatically.

Applications must be submitted online through the Punjab E-Procurement System (EP) website on or before the deadline.
