The 5 October 2026 deadline is tight; bidders must upload documents by noon and submit earnest money by 11 AM same day. Registration with FBR and KPPRA is mandatory. Non-blacklist affidavit is compulsory. This appears to be an annual operational requirement rather than a one-off project.
