The House Building Finance Company (HBFC) is inviting prequalifications from national advertising agencies for appointment and prequalification under an open framework agreement for the period 2026–2028. The framework is funded from Non-ADP sources and will facilitate on-demand supply of advertising and consultancy services through subsequent call-off contracts over 24 months. This is a consultancy services procurement on a national basis, structured as a single-stage, one-envelope bidding process. Prequalified agencies will be eligible to participate in subsequent invitations to bid, with the framework agreement expected to be signed by November 11, 2026, following completion of the evaluation process.
