For Bidders: Our Analysis PAKISTANTENDER INSIGHT

SEPCO Sukkur seeks a complete Asset Performance Management System including design, supply, installation, testing and commissioning under turnkey contract.
This appears to be a moderately large procurement for an electric utility's core asset visibility and optimization. The initiation date is September 18, 2026 with closing October 22, 2026—a five-week bidding window. Bidders must demonstrate prior APMS or comparable management software implementations and financial stability. The single-stage envelope process indicates technical and commercial proposals are evaluated together; no separate pre-qualification. Turnkey delivery suggests system integration and go-live support are critical success factors.
Who can bid: The notice does not specify PEC category or detailed eligibility thresholds. Typically, APMS procurement requires suppliers to be registered with SECP or NTN, hold relevant software/systems integration certifications, and demonstrate prior relevant contracts. Experience with utility-scale asset management or ERP implementations is normally expected. Local representation or partnership with authorized distributors may be preferred.
