Description / Scope of Work
The National Rural Support Programme (NRSP) invites proposals from individual consultants to conduct Digital Literacy and Financial Readiness Training for the Healthy Enterprise Ecosystem for Young Entrepreneurs Initiative. This consultancy service, referenced as 0001-RQ-2717, is advertised across Pakistan and aims to build the capacity of young entrepreneurs in digital skills and financial management. The scope of work involves designing and delivering comprehensive training programmes tailored to support emerging business leaders in rural and semi-urban areas, with deliverables spanning multiple training sessions and related outputs as detailed in the Terms of Reference.
Eligible applicants must be individual consultants with demonstrated expertise in digital literacy instruction, financial readiness education, and experience working with youth or entrepreneur development programmes. Candidates should possess relevant qualifications in training delivery, business finance, or related fields. The RFP requires submission of technical and financial proposals in separate envelopes, along with supporting documentation evidencing past experience and credentials as specified in the Eligibility and Evaluation Criteria section.
Proposals must be submitted to NRSP in Islamabad no later than 5 October 2026 at 3:00 PM. A pre-proposal meeting will be held as described in the RFP documentation. Late submissions will not be accepted under any circumstances. Interested consultants should obtain the complete RFP from NRSP containing detailed Terms of Reference, evaluation criteria, technical and financial proposal forms, and standard conditions of contract. The selection process will evaluate proposals based on consultant qualifications, proposed methodology, delivery schedule, and cost-effectiveness of the financial bid.
