Description / Scope of Work
Metropolitan Corporation Lahore invites bids for the supply of new street lights complete with 40-Watt LED bulbs and materials for maintenance and repair of street lights across multiple Union Councils in NA-118 Ravi Zone, Lahore, Punjab. The scope encompasses five separate contracts with a combined estimated cost of PKR 160 million, covering new street light installations and M&R materials in designated UCs within Ravi Zone, Shalamar Zone, Data Gunj Bakhsh Zone, and Gulberg Zone of Lahore. The project is procured through the Punjab e-Procurement system under the Single Stage Two Envelope competitive bidding method.
Eligible bidders must be manufacturers or authorized dealers with a minimum of five years overall experience and five years relevant experience in the sector, supported by valid registration or renewal with Pakistan Engineering Council in the relevant category. Bidders are required to submit a 3 percent bid security of the estimated cost on the e-Procurement portal. All bids must be submitted electronically as PDF files through the Punjab e-Procurement platform; hard copy submissions will not be accepted. Technical bids will be evaluated first, and only technically responsive bidders will have their financial bids opened. The evaluation will be conducted using the least cost method.
Bidding documents are available on the e-Procurement Punjab portal at https://ep.punjab.gov.pk/ and the PPRA website at http://ppra.punjab.gov.pk/. Bids must be submitted by 10:30 AM on 05-10-2026, with technical bid opening at 11:00 AM the same day. Bidders should quote rates against each item in the DNIT/BOQs rather than as a percentage of estimated cost. The procurement is governed by PPRA Rules 2014 and Punjab Procurement Regulations 2024. Bids remain valid for 120 days from submission.
