Water and Sanitation Agency (WASA), Lahore invites bids from professionally and financially sound hospitals and medical institutes for provision of medical facility services to WASA employees across nine town-wise lots under a three-year framework contract. The procurement covers Allama Iqbal Town, Gunj Baksh Town, Nishtar Town, Gulberg Town, Ravi Town, Shalamar Town, Jubilee Town, Wagha Town, and Aziz Bhatti Town within Lahore, Punjab. Each lot has an estimated cost of Rs 18 million and bidders must be registered on the Punjab e-Procurement System, registered with the Health Department, and possess Federal Board of Revenue (FBR) registration (NTN). At least one branch of the hospital or medical institute must be situated within the jurisdiction of the respective town and be conveniently accessible to WASA patients.
Eligible bidders must be registered hospitals or medical institutes on the Punjab e-Procurement System with valid registrations from the Health Department and FBR (NTN). Bidders must meet the criteria of being professionally and financially sound with established reputation in medical service delivery. A bid security (e-Bid Security) of Rs 360,000 (2% of the estimated cost) must be submitted and will remain verifiable on the Punjab e-Procurement System, to be released upon contract agreement. The bidding shall follow Single Stage Two Envelope procedure under PP Rules-2014 and Punjab Procurement Regulations-2024.
Bidding documents are available on the Punjab e-Procurement System portal at https://ep.punjab.gov.pk/ and the PPRA website at http://ppra.punjab.gov.pk/. Interested bidders must submit e-bids in PDF format through the Punjab e-Procurement System on or before October 8, 2026, at 11:30 AM. Technical bids will be opened on the same day at 12:00 PM; only technically responsive bidders will qualify for financial bid opening. Hard copies will not be accepted. The bid validity period is 120 days from submission date.
