The Punjab Building Department (North Zone), Executive Engineer Building Division No. 2, Rawalpindi, invites competitive tenders from eligible engineering firms and contractors for annual repair, maintenance and repair works of various government buildings located in Rawalpindi and surrounding areas for the financial year 2025-2026 and 2026-2027. The scheme comprises multiple maintenance and repair projects across different government facilities including departmental colonies, commissioner offices, judicial complexes, and other institutional buildings, with estimated costs ranging from 0.563 to 2.493 million rupees per project and a cumulative value representing significant annual infrastructure upkeep. The tender is published through the newly introduced e-Procurement System (https://epp.punjab.gov.pk) in compliance with Punjab Procurement Regulatory Authority rules.
Eligible bidders must be registered on the e-Procurement System and hold relevant Professional Engineering Council (PEC) licenses for the current financial year. Bid security shall be submitted electronically through the e-Procurement System only; no physical financial instruments including call deposit receipts will be accepted. Bidders must appear with duly authorized representatives holding powers of attorney at the tender opening in the office of the Commissioner, Rawalpindi Division, on the specified date and time. Successful bidders will furnish 10 percent performance guarantee in the form of call deposit receipt or bank guarantee within 15 days after contract award.
Bid documents are available electronically on the e-Procurement portal; manual bids shall not be accepted. The Tender Opening Committee will retrieve and publicly open all bids from the system on the prescribed date at 11.00 AM in the presence of bidders or their authorized representatives. Bidders must submit complete tender documents through the portal without omissions. The procuring agency reserves the right to reject any or all bids at any stage prior to bid acceptance.
