Description / Scope of Work
Municipal Committee Dina invites sealed bids from contractors and firms registered with PPRA for e-Procurement on the e-Pak Acquisition and Disposal System (e-PADS) for the construction of a monument at Chak Akka GT Road in Dina, Punjab. The estimated cost of this project is 2.79 million rupees, with a contract duration and scope covering civil works and structural construction as detailed in the tender bidding document. This procurement is being conducted under the Single Stage One Envelope procedure in accordance with the Punjab Procurement Rules 2014. All bidding activities will be conducted exclusively through the Punjab E-Procurement System (eP) at https://ep.punjab.gov.pk, which represents the transition toward a unified digital procurement platform across Punjab effective 1 July 2026.
Eligible bidders must be registered with PPRA for e-Procurement and with the FBR and PRA, holding valid NTN and PNTN registrations relevant to construction works. Contractors are required to submit a bid security of 5 percent of the estimated project cost as per the guidelines provided on the Punjab E-Procurement System portal. All bidders must quote rates against each item or entry in the DNIT/BOQ (Design and Specification Schedule/Bill of Quantities) rather than as a percentage, and must completely fill the pages of rate analysis, summary, and sub-summary sheets in their financial bids. Non-responsive bids will be rejected, and the competent authority reserves the right to reject all bids at any time prior to approval or acceptance of tender rates.
Bidding documents can be downloaded free of cost from the Punjab E-Procurement System portal at https://ep.punjab.gov.pk. Bids prepared in accordance with the instructions in the respective bidding document must be submitted through the e-PADS portal by or before 10:00 AM on 09 October 2026. Bids will be opened at 12:00 PM on the same day in the office of Municipal Committee Dina in the presence of bidders' representatives. Bidders are advised to upload their bids well before the deadline and should not wait until the last date, as MC Dina will not be responsible for any submission issues.
