Description / Scope of Work
The Directorate of Works and Implementation, Sports and Youth Affairs Department, Government of Khyber Pakhtunkhwa, invites electronic bids for the establishment of Jawan Markaz (youth centres) at five locations across the province under ADP No. 260042. The scope comprises five separate works packages at Battagram, Mansehra, Lakki Marwat, Karak, and Lower Dir, with estimated costs ranging from 150.825 million to 155.130 million Pakistani rupees each. All five projects fall under the same tender process with a combined investment value exceeding 767 million rupees, representing a significant infrastructure development initiative for youth engagement and community building across diverse regions of Khyber Pakhtunkhwa.
Eligible bidders must hold active and valid registration with Pakistan Engineering Council (PEC) in category C4 or above, possess valid Khyber Pakhtunkhwa Revenue Authority (KPRA) registration, and appear on the Active Taxpayer List (ATL). Bid security of two percent of the engineer's estimate must accompany each bid in the name of the Director (Works). Bidders are required to have completed at least two similar-nature projects during the preceding five years, each valued at no less than seventy percent of the engineer's estimated cost. Joint ventures are not permitted. Bidders must demonstrate ownership or lease agreements for key construction equipment including excavators, rollers, compactors, and concrete mixers relevant to playground works. All information and documentation must be factually accurate; any misrepresentation, false statements, or fake documents will result in bid rejection and potential debarment or blacklisting, with referral to PEC for licence cancellation.
Bids must be submitted electronically through the E-Pak Acquisition and Disposal System (E-PADS) portal at https://kp.eprocure.gov.pk/ on or before 14 October 2026 at 11:00 AM. Technical bid opening ceremonies are scheduled sequentially on the same date between 11:30 AM and 1:30 PM for each location. Financial bid opening dates will be announced after technical bid approval. Bidders must submit technical bids, financial bids, CDR (Cost Data Request), and any applicable additional security or rate analysis documents through the online portal. CDR in hard copy must reach the office of the Deputy Director Works at Peshawar Sports Complex near Saddar, Peshawar Cantonment by the specified deadline. Bids remain valid for ninety days. The procurement is processed under single-stage, two-envelope procedure in accordance with KPPRA Rules 2014.
