Description / Scope of Work
The Directorate of Works & Civil Engineering (DW&CE) of the Pakistan Air Force, based at Chaklala in Punjab, invites sealed tenders for eleven separate works packages under PPRA Rule 13(1) of 2004. The projects involve provision of certain facilities at PAF Base (A) with estimated values ranging from Rs. 16.990 Million to Rs. 47.031 Million, totalling approximately Rs. 375.663 Million across all packages. These are emergency works requiring construction, electrical, mechanical and plumbing services at a military installation in Punjab province.
Eligible applicants must be contractors or firms registered with the Pakistan Engineering Council (PEC) in Category C-5 or above in the relevant field, with registration validity extending at least to June 2027. Preference is given to firms enlisted with Military Engineer Services (MES) in Category A; non-enlisted firms may participate but must provide a 2% refundable bid security. Contractors must furnish evidence of no ongoing litigation with government departments, no outstanding Directorate of Inspection and Evaluation (DI&E) reports, work orders for completed projects with user certificates, bank statements, NTN certificates, and income tax returns for the preceding three years. Experience in construction, electrical, mechanical or plumbing works is required.
Bidding documents will be issued only to pre-qualified firms and contractors and must be recovered from HQ DW & CE (PAF) Chaklala by 1130 hours on 6 October 2026, with tender opening scheduled for 1200 hours the same date. Incomplete applications will not be entertained. Interested parties should contact the authorized CMES (PAF) Islamabad representative between 0715 and 1335 hours on working days. The Accepting Officer retains the right to accept or reject any tender. Rejected bids will be handled according to PPRA Rules paragraph 33(1).
