Description / Scope of Work
The Directorate of Works & Implementation, Sports and Youth Affairs Department, Government of Khyber Pakhtunkhwa, invites electronic bids for the improvement and rehabilitation of Peshawar Sports Complex (Qayyum Stadium) under ADP project 260513 for the fiscal year 2026-27. The estimated project cost is PKR 250 million, and works will be executed in Peshawar. This is a single-stage, two-envelope e-bidding process conducted through the E-Pak Acquisition and Disposal System (E-PADS) online portal in accordance with KPPRA Rules 2014. The scope includes specialized sports infrastructure works including padel courts, squash courts, and other playground development as detailed in the bill of quantities.
Eligible bidders must hold active and valid Pakistan Engineering Council (PEC) registration in category C3 or above, valid Khyber Pakhtunkhwa Revenue Authority (KPRA) registration, and must be on the Active Taxpayer List (ATL). Bidders are required to provide bid security equal to 2% of the engineer's estimate along with any additional security prescribed under KPPRA S.R.O. (14)/Vol: 1-24/2021-22. Bidders must have successfully completed at least three similar specialized sports projects (such as padel courts, squash courts, and other specialized sports works) during the preceding five years, with at least three such projects currently in hand, each of value not less than 70% of the engineer's estimated cost. Joint ventures are not permitted. Bidders must also demonstrate ownership or valid lease agreements for key construction equipment including excavators, rollers, compactors, and concrete mixers.
Bids must be submitted electronically through the E-PADS portal (https://kp.eprocure.gov.pk/) on or before 14 October 2026 at 11:00 AM, including the technical bid, financial bid, CDR (Contractor's Data Report), and rate analyses. The technical bid opening will occur on 14 October 2026 at 02:00 PM; the financial bid opening date will be announced after technical bid approval. Bidders must quote rates as above, below, or at par based on the priced bill of quantities using the MRS-2025 standard. Hard copies of the CDR must reach the office of the Deputy Director Works, Peshawar Sports Complex near Saddar Peshawar Cantonment, by the submission deadline. All bids remain valid for ninety days. The procuring entity reserves the right to reject any or all bids and will retain bid securities of the three most competitive bidders until bid approval.
