National University of Medical Sciences (NUMS) invites sealed bids for the installation of NUMS signage at the Academic Block of Khawaja Mirza Nasrullah Baig Institute of Medical Sciences (KHINAMS) located at Chak Shahzad, Islamabad, Punjab. This single-stage, one-envelope procurement seeks qualified vendors to supply and install signage in accordance with detailed specifications provided in Annex-A. The selected vendor will be responsible for supplying the signage materials, executing professional installation at designated locations, and ensuring full commissioning. Bids must be submitted in two sealed envelopes marked separately as Technical Proposals and Financial Proposals, placed together in one outer envelope. Technical proposals will be evaluated first, and only technically qualified bidders will proceed to financial bid opening, with the date and time to be communicated separately by the Procurement Committee.
Eligible applicants must possess active registration with the Federal Board of Revenue (FBR) including NTN, GST or Professional Tax, company incorporation certificates, and relevant works permits. All applicants require a maintained company bank account as NUMS makes payments via crossed cheque. Bid security of 2 percent of the total contract amount must be submitted in the form of demand draft, pay order, or CDR in favour of National University of Medical Sciences (NTN # 9010197-0). Bidders must demonstrate at least two years of continuous experience in supplying and installing similar signage equipment. For imported or high-end equipment, original equipment manufacturer certificates, CE marks, ISO certifications, and certificates of origin must accompany technical proposals, with additional goods declaration and performance guarantee documents required at contract award. Applicants blacklisted by PPRA, without active tax registration, convicted of professional misconduct, or with unresolved tax obligations are ineligible.
Sealed bids must reach the NUMS office by 24 September 2026 before 0930 hours; documents sent via email or fax will not be accepted. The tender will be opened publicly on the same day at or after 1000 hours at the Conference Room, NUMS (ATR), Adiyala Road, adjacent to Marka-E-Haq Colony Entrance Gate, Rawalpindi, in the presence of participating bidders or their authorised representatives. Payment will be released only after satisfactory delivery, complete installation, commissioning and a formal Work Satisfactory Report from the end user; no advance or mobilization payments are permitted. All bids must be in English, calculated in Pakistani rupees only, and include warranty periods and material origin details. NUMS reserves the right to accept or reject any or all offers.
