National University of Medical Sciences (NUMS) invites sealed bids for the supply of consumable items, equipment, chemicals and reagents for the IRF Project at AFIP (Armed Forces Institute of Pathology) in Rawalpindi, Punjab. The tender is issued under a single-stage two-envelope bidding procedure with detailed specifications provided in Annex-A. The procuring agency intends to source laboratory consumables, specialized chemicals, reagents and high-end equipment required for the IRF project, with the selected vendor responsible for supply, installation and commissioning of all items at the designated location.
Bidders must be registered with the Federal Board of Revenue (FBR) with active NTN, GST or Professional Tax certificates, hold a certificate of incorporation, and maintain a company bank account through which NUMS will process all crossed-cheque payments. A bid security of 2% of the total tender value must be submitted in the form of a demand draft, pay order or CDR in favour of NUMS (NTN # 9010197-0). Applicants must have been in the business of supplying and installing the same equipment or items for at least two years. Bidders cannot be blacklisted by PPRA or other government agencies, must not have been convicted of professional misconduct, and must be registered with all relevant tax and government departments. For imported or high-end equipment, bidders must submit at bid stage: Original Equipment Manufacturer (OEM) certificate, CE Mark or ISO certificates, Certificate of Origin, and quality assurance documentation. Additional documents including Goods Declaration Certificate, warranty certificates from both manufacturer and supplier, 10% performance guarantee, and after-sales service certificates must be provided at contract stage.
Sealed bids prepared in accordance with the Instructions to Bidders (ITBs) must reach the NUMS office on or before 7 October 2026 by 0930 hours. The tender will be opened publicly on the same day at or after 1000 hours at the Conference Room, NUMS (ATR), Adiyala Road (Opposite APS Humayun Road), Rawalpindi, in the presence of participating bidders or their authorized representatives. Technical proposals will be evaluated first, with financial proposals remaining sealed until qualified bidders are identified. The date and time for financial bid opening will be communicated separately to qualifying bidders. Payment will be released only after satisfactory delivery, installation and commissioning, supported by a formal Work Satisfactory Report from the end user. NUMS reserves the right to accept or reject any or all offers and to select any quantity of items as per the decision of the Purchase Committee.
