Description / Scope of Work
The Drugs Testing Laboratory Punjab, Bahawalpur invites electronic bids for a framework contract to procure pharmaceutical reference standards during the financial year 2026-27. The estimated procurement value is Rs 4,999,850 on a Delivered Duty Paid (DDP) basis. This is a framework agreement for ongoing supply of reference standards required by the laboratory for pharmaceutical testing and quality control purposes in Bahawalpur, Punjab. The procurement is issued by the Health and Population Department, Government of Punjab through the Punjab e-Procurement System and follows the Standard Bidding Documents for Goods as prescribed by PPRA for July 2023.
Eligible bidders must be registered on the Punjab e-Procurement System with valid registration from relevant tax and regulatory authorities including Income Tax, Sales Tax, and Punjab Sales Tax. Bidders must be authorized agents of foreign manufacturers or authorized dealers and distributors as specified in the technical specifications, subject to licensing and regulatory requirements from the relevant professional statutory body. Government-owned enterprises may participate only with proper authorization. Bidders shall not be blacklisted, under declaration, or have conflict of interest. Bid security of 2 percent of the estimated quoted lot amount must be submitted digitally through the e-Procurement System.
Bidding documents are available free of cost from the Punjab e-Procurement System at https://ep.punjab.gov.pk and the PPRA website at https://eproc.punjab.gov.pk/activetenders.aspx. Bids will be submitted electronically and must arrive before 10:00 AM on 10 October 2026, with opening scheduled for 10:30 AM the same day. The procurement follows single stage two envelope open competitive bidding procedure under Punjab Procurement Rules 2014 as amended and Punjab Procurement Regulations 2024.
