Description / Scope of Work
Peshawar Electric Supply Company (PESCO) invites electronic bids through EPADS v2.0 for the disposal of various store materials and scrap items on an as-is-where-is basis from the Regional Store in Nowshera. The disposal tender encompasses multiple categories of materials including PVC scrap, wooden scrap, current transformers, vehicle batteries, tools and plant scrap, vehicle parts, crushed meters scrap, iron scrap, and empty transformer bodies in various kVA ratings (25, 50, 100, and 200 kVA). The total bid security required is PKR 1,802,816. This is a single-stage, one-envelope procurement process governed by PPRA Rules 2004 (as amended) and Disposal of Public Assets Regulations 2024, conducted entirely through the EPADS v2.0 electronic platform.
Eligible bidders include individuals, sole proprietorships, partnership firms, private and public limited companies, holding companies, limited by guarantee entities, state-owned enterprises, NGOs, NPOs, and IGOs. All bidders must be registered with the Federal Board of Revenue (FBR) for both income tax and sales tax, and must appear on the Active Taxpayer List (ATL). Bid security or earnest money equal to the specified amount must be uploaded electronically on EPADS v2.0 and submitted in original form as a pay order or bank draft in favor of PESCO Sale Proceeds Account at the office of Manager (Disposal), Room No. 306, PESCO Headquarters in Peshawar prior to the closing date. Bids lacking valid bid security will be rejected as non-responsive.
Detailed bidding documents, including complete terms and conditions, evaluation criteria, and disposal procedures, are available on the EPADS v2.0 portal for registered bidders. All bids must be submitted electronically through EPADS within the stipulated date and time; manual or physical bids are not accepted. Bids will be opened electronically on EPADS on September 23, 2026 at 10:00 AM in the presence of attending bidders or their representatives. The highest evaluated responsive bid will be accepted subject to approval by the competent authority as per PPRA Rules. PESCO reserves the right to accept or reject any or all bids at any time prior to acceptance without assigning any reason. Bidders with grievances may approach the Grievance Redressal Committee constituted under PPRA provisions.
