Description / Scope of Work
The Communication & Works Highway Division District Khyber at Jamrud invites electronic bids from eligible firms and contractors for two integrated development packages scheduled for financial year 2026-27. Package A comprises the Rokhana Qabail Integrated Development Package for District Khyber, comprising four packages with estimated bid security ranging from Rs 0.70 to 2.70 million. Package B is the Multi-Sectoral Development Package for Jamrud, comprising six packages with estimated bid security ranging from Rs 3.10 to 5.60 million. These procurement activities are conducted in accordance with KPPRA Procurement Rules 2014 through the EPADS electronic bidding platform, with submission deadline of 13 October 2026 at 12:00 hours.
Eligible bidders must be enlisted with the Communication & Works Department and Pakistan Engineering Council, holding minimum PEC category C-3 (for some packages) or C-4 and above (for most packages). Contractors are required to submit updated Federal Board of Revenue registration (Active Status), Khyber Pakhtunkhwa Revenue Authority registration (Active Status), valid PEC License, and current year C&W Enlistment certificates. Call Deposit Receipts for bid security from scheduled banks, mandatory stamp duty, and non-refundable bid entry fees at 0.03 percent of estimated cost must accompany technical proposals. An affidavit on stamp paper affirming authenticity of CDRs is compulsory; absence renders the bidder non-responsive.
Bidding solicitation documents, criteria, and instructions are downloadable from the EPADS website (www.epads.gov.pk), C&W Department website (www.cwd.gkp.pk), and KPPRA website (www.kppra.gov.pk). The pre-bid meeting is scheduled for 7 October 2026 at 11:00 AM at the C&W Highway Division office. Electronic bids will be displayed 30 minutes after closing time in the presence of bidders or their representatives. Bid validity is 90 days. Financial bids are opened only after technical bid approval by the Competent Authority. Bid security of the first three lowest bidders is retained until bid approval. Joint ventures are permitted under C&W and KPPRA rules. The venue for bid opening is the office of the Executive Engineer, Highway Division, District Khyber at Jamrud.
