Description / Scope of Work
The Communication & Works Department, Highway Division District Khyber invites electronic bids from eligible firms and contractors for five integrated infrastructure development packages in the 2026-27 financial year. The works comprise the Rokhana Qabail Integrated Development Package for District Khyber (two packages), improvement and widening of the road from Dogra to N-55 Mattani via Malgoo Darro Adda (two packages), improvement, widening and construction of the Shamshy to Adam Khel via Buttan Sharif Road in Tirah spanning 13 kilometres, construction and blacktopping of the road from Bagh Klay Barki Tall Dhand to Rajgal Main Road via Tor Chaper covering 12 kilometres, and construction of new roads at Sub Division Bara under ADP Number 2228 (two packages). All projects are located in the Khyber district of Khyber Pakhtunkhwa province.
Bidders must be enlisted with the Communication & Works Department and Pakistan Engineering Council, holding minimum PEC Category C-2, C-3 or C-4 as specified for each package. Eligible contractors must maintain active registration with the Khyber Pakhtunkhwa Revenue Authority (KPRA) under the Finance Act 2013, hold current FBR (Federal Board of Revenue) approval, possess valid PEC licenses, and maintain C&W enlistment certificates for the current financial year. Bid security requirements range from Rs 3.85 lakh to Rs 11.18 lakh depending on package scope, with tender fees at 0.03 percent of estimated cost. Original Call Deposit Receipts from scheduled banks must accompany technical proposals, and bidders must submit an affidavit on stamp paper affirming the authenticity of enclosed financial documentation.
Bidding solicitation documents are available for download from the official ePADS website, the C&W Department website (www.cwd.gkp.pk), and the KPPRA website (www.kppra.gov.pk). Electronic bids using the above/below system on bill of quantities will close on 14 October 2026 at 12:00 hours. A pre-bid meeting is scheduled for 9 October 2026 at 11:00 AM at the C&W Highway Division office in Jamrud. Bid results will be displayed online 30 minutes after closing time. Bids remain valid for 90 days, and financial proposals will be opened only after technical bid approval by the competent authority. The venue for bid opening is the office of the Executive Engineer, Highway Division District Khyber at Jamrud.
