Description / Scope of Work
The Higher Education Department, Government of the Punjab invites electronic bids for two separate framework contracts through PPRA e-procurement portal. LOT-I covers provision of security services and allied services with an estimated budget of PKR 15,000,000, while LOT-II covers janitorial services and allied services valued at PKR 30,000,000. These are framework contracts for service provision by registered security and janitorial services providers firms, companies or joint ventures. The procurement is conducted via single-stage two-envelope bidding procedure under PPRA Rules 2014 at https://ep.punjab.gov.pk. Bids must be submitted electronically with the closing date and time specified for online submission.
Eligible bidders must be registered with relevant authorities including Income Tax, Sales Tax and PPRA, and must possess a professional tax certificate for the fiscal year 2026-27 from the Excise and Taxation Department. All electronic bids must be accompanied by scanned bid security equivalent to 2% of the estimated price in the name of the Section Officer (General), Higher Education Department as CDR, Demand Draft or Pay Order. The original bid security instrument must be physically delivered to the HED office prior to the closing date of submission. Bidders should note that the procuring agency bears no responsibility for costs incurred in bid preparation or submission.

Bid submission closes on 12.10.2026 at 1:00 PM with bid opening scheduled for the same day at 2:00 PM.
