District Council Bahawalnagar invites electronic bids through e-PADS for the procurement of goods and hiring of services during the financial year 2026-27. The tender is divided into three lots: LOT-1 covers hiring of services including tentage, catering and photography for national celebrations, exhibitions, fairs and religious events with an estimated cost of PKR 3.0 million; LOT-2 covers hiring of services for illumination of buildings and sound systems for similar events, also valued at PKR 3.0 million; and LOT-3 covers the purchase of multiple items for national celebrations, religious, cultural and sports events valued at PKR 3.7 million. The framework contract is intended to support various official activities and events throughout the financial year in Bahawalnagar district, Punjab. Total estimated procurement value is approximately PKR 9.7 million.
Eligible bidders must possess a minimum of two years of relevant business experience and be registered with applicable tax authorities including FBR or PRA as active taxpayers. Bidders must not be blacklisted by any government department and must hold all valid registrations, licenses and certifications required under applicable laws. Each bidder must submit a bid security equal to five percent of the estimated cost for the respective lot: PKR 150,000 for LOT-1 and LOT-2 each, and PKR 185,000 for LOT-3. The bid security must be submitted in the form of CDR, bank guarantee, demand draft or pay order. Successful bidders' bid security will be retained as performance security until completion of the agreement period.
Bidding documents are available free of cost on the PPRA Punjab website and Punjab e-PADS portal. Bids must be submitted electronically through e-PADS on or before 10 October 2026 at 10:00 AM in the English language following the single-stage, single-envelope procedure. Bid opening will occur on the same day at 11:00 AM at the Chief Officer's office, District Council Bahawalnagar, in the presence of bidders' representatives. Late bids will be rejected. The procuring agency reserves the right to reject any or all bids and to annul the bidding process at any time prior to acceptance.
