Description / Scope of Work
The Works Directorate (Capital Development Authority) invites pre-qualification applications from national contractors for the Construction of New Islamabad Convention, Exhibition and Expo Centre in Islamabad. This is a major civil works project for which funds have been reserved under FY 2026-27. The pre-qualification process aims to identify eligible contractors who will subsequently be invited to bid following the single-stage two-envelope procurement method. Only pre-qualified applicants will be permitted to participate in the formal bidding and contract award process. The project represents significant infrastructure development for Islamabad's convention and exhibition capabilities.
Eligibility is restricted to national applicants meeting the specified qualification criteria outlined in the pre-qualification documents. Applicants must demonstrate adequate past construction experience, financial resources, and sound technical and management capacity. The pre-qualification documents detail requirements regarding contractor key personnel, historical contract performance, pending litigation status, and current contract commitments. Detailed financial capacity evaluation and average annual turnover documentation will be assessed during evaluation.
Interested applicants must obtain complete pre-qualification documents through EPADS v2.0 at https://epads.gov.pk/opportunities/federal/procurements/119785. Applications must be submitted electronically through EPADS v2.0 on or before Friday, October 9, 2026 at 11:00 AM. Electronic bid opening will occur the same day at 11:30 AM. Manual submissions will not be accepted.
