Description / Scope of Work
NADRA (HQ) invites bids for the procurement of a Test Management Tool under reference NADRA-HQ-RFB-115/2026 (Project ID P132106) from eligible bidders registered on EPADS v2.0. This is a non-consultancy services procurement planned for the fiscal year 2026-27, with funds reserved by the National Database and Registration Authority headquartered in Islamabad, Federal territory. The procurement will follow Single Stage-Two Envelope procedure using Open Competitive Bidding methodology with Least Cost Based Selection (LCBS) technique in compliance with Public Procurement Rules 2004.
All bids must be accompanied by bid security in the form of Pay Order, Banker's Cheque, Call at Deposit, Bank Guarantee, Demand Draft, or a Bid Securing Declaration on the prescribed format. Eligible bidders must be registered on EPADS v2.0 platform to participate. The bidding documents contain detailed terms and conditions, technical specifications, service requirements, pricing schedules, general and special conditions of contract, integrity pact, performance guarantee forms, and all related procurement forms necessary for submission.
Bidding documents are available on e-Pak Acquisition and Disposal System (EPADS) at https://epads.gov.pk/opportunities/federal/procurements/132106. Electronic bids prepared in accordance with e-bidding document instructions must be submitted through EPADS v2.0 on or before Monday, October 12, 2026 at 11:00 AM. Bids will be opened the same day at 11:30 AM. Manual bid submissions will not be entertained. Unregistered vendors can register on https://vendors.epads.gov.pk/.
