Description / Scope of Work
Central Ordnance Depot Rawalpindi invites sealed bids for the procurement of general store items comprising eleven laboratory testing and measurement instruments under tender reference 15/NORMAL/2026-27. The procurement includes surface roughness testers, potentiometric titrators, digital density meters, high voltage insulation resistance testers for electric vehicles, rubber hardness testers, aflatoxin test kits with ammonia affinity columns, turbidity meters, gas chromatography columns and related components, automatic Saybolt color analyzers, and HPLC columns. This is a single-stage two-envelope procurement process conducted in accordance with PPRA Regulations, with the scope covering supply of technical laboratory equipment required for operational testing and quality assurance purposes in Punjab.
Eligible bidders must be Original Equipment Manufacturers, authorized agents or distributors registered with Income Tax and Sales Tax Departments, listed on the Federal Board of Revenue's Active Taxpayer List, and registered with the Directorate General Defense Purchase, Directorate General Procurement-Army, Pakistan Army Ordnance Depots, or Pakistan Engineering Council. Bid security equal to five percent of the estimated bid value must be deposited within five working days of notification by COD Rawalpindi. All bidders are bound by the Official Secrets Act and must maintain confidentiality of bid details, contract terms, and delivery information. Complete tender documents must be collected in person from the Local Purchase Office before participation is permitted.
Complete Invitation to Tender documents are available from the Local Purchase Office at Central Ordnance Depot, Fort Road, Rawalpindi (telephone 051-8770950 or 0319-9436032) during working hours from 0830 to 1530 hours. Sealed bids comprising separate technical proposal, financial proposal, and vendor qualification envelopes must be submitted before 1030 hours on 13 October 2026 at the COD Rawalpindi location. Bid opening will follow immediately at 1100 hours on the same date in the Conference Room with bidder representatives invited to attend. Failure to submit complete documentation in properly sealed separate envelopes will result in outright rejection. Three samples of each item must be deposited at the time of tender opening.
