Description / Scope of Work
The Executive Engineer PWD Buildings Division Muzaffarabad on behalf of the Employer invites sealed bids for two construction projects in Muzaffarabad, AJK under PPRA rules 36(a) Single Stage-Single Envelope procedure. The tender comprises urgent roof treatment measures to prevent rain-water damage and seepage at the Supreme Court Building Muzaffarabad (estimated cost PKR 7,750,000) and construction of a first floor computer data centre adjacent to Accountant General Office Muzaffarabad (estimated cost PKR 9,747,951.21). Both projects are located in Muzaffarabad and require contractors licensed by Pakistan Engineering Council for 2026-27 and endorsed by PWD AJK in category C-6 and above with specialization code CE-10. Completion period for each project is 180 days.
Bidding is open to all eligible firms and contractors registered with C&W/PP&H department for e-bidding. Prospective bidders must obtain username and login credentials from the IT section, Office of Chief Engineer Buildings/PIIE Block H DHQ Muzaffarabad. Bid security must be deposited in designated accounts (HABIB METROPOLITAN BANK, ALFALAH BANK, or AJK BANK) before submission deadline. Contractors quoting bids 10-20% below estimated cost must submit additional security equal to 7% of Engineer's Estimate; those bidding more than 20% below must submit additional security equal to the bid-estimate difference. Joint venture participation requires prior employer approval.
Bidding documents and instructions are available on the e-registered bidders' dashboard and website https://cwdtenders.ajk.gov.pk/. Electronic bids must be submitted on percentage (above/below) basis on Market and MRS rates with two decimal places. Hard copies of signed and stamped bids must be submitted within 48 hours of e-bid submission. Bid opening by e-tendering system occurs October 12, 2026 at 11:00 AM with comparative statement visible to participants after 11:01 AM. Bidders may watch opening online via dashboard. All submitted information is subject to verification; false or misleading information results in immediate disqualification.
