Description / Scope of Work
The Communication and Works Department, 6th Buildings Division, Lahore invites single-stage two-envelope bids for the upgradation of the Pathology Department at Children Hospital, Lahore. The estimated project cost is Rs. 193.264 million with a completion period of 18 months. This infrastructure development project is advertised under PPRA Rule 38 and aims to enhance diagnostic and pathology services at one of Punjab's premier pediatric healthcare facilities. Bids are being sought from contractors and firms currently enlisted or renewed with the Pakistan Engineering Council (PEC) for the financial year 2026 in the relevant construction category and specialization codes. The procuring agency reserves the right to reject any or all bids prior to acceptance.
Eligible bidders must possess a valid PEC license with the requisite specialization codes applicable to building construction and upgradation works. Contractors failing to demonstrate relevant PEC specialization codes will be rejected from further evaluation. Bid security of 5 percent of the estimated DNIT cost, equivalent to Rs. 9,663,200, must be submitted in the form of 1-Link or online bank transfer from any scheduled bank using the PSID generated on the Punjab E-Procurement System website. Conditional tenders or those submitted without earnest money will be summarily rejected. A technical book in hard copy form must also be submitted for verification before tender opening.
All bidders must register on the Punjab E-Procurement System (https://ep.punjab.gov.pk) to participate. Tender documents containing detailed requirements, terms and conditions are available exclusively to registered bidders on the PPRA website (https://ppra.punjab.gov.pk). Technical and financial bids, duly signed and stamped separately, must be submitted online by 15 October 2026 at 11:00 AM. Technical bids will be opened at 11:30 AM on the same date in the office of the Commissioner Lahore Division in the presence of bidders or their authorized representatives. Financial bids will be opened only after technical bid evaluation is completed.
