Description / Scope of Work
The Directorate General of Antiquities and Archaeology, Culture, Tourism, Antiquities & Archives Department of the Government of Sindh is inviting sealed bids for the conservation, preservation and rehabilitation of Mohen Jo Daro, one of South Asia's most significant archaeological sites. This project has a completion period of ten months and is valued at Rs 2,500,000 with a tender fee of Rs 5,000. The work falls under PEC category C-5 or above. The project is being procured through the single-stage two-envelope bidding procedure under the SPPRA Rules 2010 and the E-Pak Acquisition and Disposal System (EPADS) framework, with detailed technical evaluation and financial criteria available on the EPADS and SPPRA portals.
Interested contractors and firms registered with the Pakistan Engineering Council are invited to participate. Bidders must be registered on the EPADS portal and are required to submit bid security in the form of a call deposit, pay order or demand draft or bank guarantee in favour of the DDO Directorate Archaeology, Directorate General of Antiquities and Archaeology, Culture, Tourism, Antiquities & Archives Department, Government of Sindh. The bid security amount is Rs 5,000. Bids must be duly completed in all respects and signed by an authorised representative. Those who fail to submit bid security and tender fee in original to the Procuring Agency prior to the bidding deadline will be rejected.
Bidding documents containing complete information regarding eligibility, qualification, technical requirements, evaluation criteria, specifications and conditions of contract may be downloaded from the SPPRA/EPADS portal at https://portalsindh.eprocure.gov.pk with effect from the publication date of 13-10-2026. Interested bidders shall register on EPADS and submit bids duly completed and signed electronically through EPADS on or before 13-10-2026 up to 02:30 PM. Technical proposals will be opened on 13-10-2026 at 04:00 PM at the office of the Conservation Officer, Bunglow# C-82, Block #2, Clifton, Karachi. Manual bids and conditional bids shall not be accepted. The bid shall remain valid for 90 days from the date of opening of technical proposals, and bid security shall remain valid for 28 days beyond the bid validity period.
