Description / Scope of Work
The Prisons Department Sindh, Project Management Unit, invites sealed tenders for the renovation and rehabilitation of the Command and Control Centre at DP and CF Malir in Karachi, Sindh. This infrastructure project has an estimated completion period of six months and is being procured through the e-Pak Acquisition and Disposal System (ePADS) in accordance with SPP Rules 2010 as amended. The scope encompasses high-security prison facilities requiring specialised workmanship and technical expertise. Bidding documents are accessible from the SPPRA portal at http://portalsindh.eprocure.gov.pk from the publication date until the closing date of 12 October 2026.
Eligible bidders must hold valid PEC registration until at least June 2027 in an appropriate category with relevant specialization codes, be listed as active taxpayers with the Federal Board of Revenue or Sindh Revenue Board, and demonstrate substantial experience executing high-security prison works. Bidders must provide proof of at least one similar project costing a minimum of 80 percent of the estimated project cost, or alternatively two similar projects each costing at least 50 percent of the estimated cost, supported by performance certificates and photographs attested by the executing agency. Additional mandatory requirements include five years of audited financial statements and tax returns from a Chartered Accountant firm registered with ICAP, bank statements demonstrating minimum 20 percent liquidity of estimated project cost, Labour Registration Certificate, equipment list with ownership documentation, and an undertaking on original e-stamp paper regarding litigation history and blacklisting status. The bid security is set at 5 percent and must be provided as a Call Deposit from a scheduled Pakistani bank.
Bid documents must be submitted electronically through the ePADS system by 09:15 AM on 12 October 2026 along with a non-refundable tender fee of Rs. 5,000 as a Pay Order. Original tender fee, bid security, and e-stamping affidavits must be submitted separately in a sealed envelope by hand to the Project Director's office at Central Prison, Karachi before the bidding process begins. Technical bids will be opened on the same date at 09:45 AM through the ePADS bidding procedure in the presence of bidders or their authorised representatives. If tenders are not received by the initial closing date, the submission and opening deadline will be extended to 27 October 2026 with the same timings. The bid validity period is 90 days.
