Description / Scope of Work
The Directorate General of Antiquities and Archaeology, Culture, Tourism, Antiquities & Archives Department, Government of Sindh, invites sealed bids from eligible contractors and firms registered with the Pakistan Engineering Council for conservation, preservation and restoration of heritage sites across Sindh province. The project has a completion period of ten months and is being procured through the E-Pak Acquisition and Disposal System (EPADS) under Single-Stage Two Envelope bidding procedure in accordance with SPPRA Rules 2010. The scope encompasses heritage site conservation work with tender fee of Rs. 5,000 and estimated bid security requirement of Rs. 4,725,000. This is a specialized assignment requiring demonstrated expertise in archaeological and heritage preservation methodologies.
Eligible bidders must be registered contractors with Pakistan Engineering Council in category C-4 or above. Bids must be duly completed and signed, submitted electronically through EPADS portal by the deadline. Bid security shall be submitted in the form of call deposit, pay order, demand draft or bank guarantee in favor of the Directorate General of Antiquities and Archaeology, DDO (CTA) & Department Government of Sindh, debited from the firm's own bank account. The bid security must reach the Conservation Officer office at Bunglow # C-82, Block #2, Clifton, Karachi, before tender opening. Bid security validity shall be maintained for 90 days from technical proposal opening date, with an additional 28-day validity beyond the bid validity period.
Bidding documents containing complete eligibility criteria, qualification requirements, technical specifications and evaluation criteria are available for download from the SPPRA/EPADS portal at https://portalsindheprocure.gov.pk with effect from publication date until 13 October 2026. Interested bidders must register on EPADS and submit electronic bids through the portal by 13 October 2026 before 2:00 PM. Technical proposals will be opened on 13 October 2026 at 3:30 PM at the Conservation Officer office, Bunglow # C-82, Block #2, Clifton, Karachi. Manual bids and conditional bids shall not be accepted. Financial proposals of technically qualified bidders will be opened subsequently at a date and venue communicated in accordance with SPPRA Rules.
