The Independent System and Market Operator (Guarantee) Limited (ISMO) invites requests for proposal through the e-Pak Acquisition and Disposal System (EPADS v2.0) for consultancy services covering security risk assessment, development of security protocols, and creation of a comprehensive security manual. The consultancy services are planned for fiscal year 2026-27 with funding reserved for eligible payments under the contract. The scope encompasses a detailed security risk assessment of ISMO's operations, formulation of robust security protocols aligned with industry standards, and development of a detailed security manual to guide organizational security practices. The procuring entity is based in Islamabad Capital Territory at Pitras Bukhari Road, Sector H-8/1.
The procurement follows a Single Stage-Two Envelope procedure under the Quality and Cost Based Selection (QCBS) technique, in compliance with the Public Procurement Rules 2004. Bidders must be registered on EPADS v2.0 and are required to submit proposals accompanied by either a Bid Security or a Bid Securing Declaration as specified in the bidding documents. Eligible bidders will be evaluated based on technical quality and financial proposals.
