Description / Scope of Work
The Regional Tax Office, Sialkot, Federal Board of Revenue, invites electronic bids through EPADS v2.0 for the disposal of scrap and residual material generated from the dismantling and destruction of confiscated machinery, equipment and raw materials. The auction covers two lots with a combined estimated weight of 13.870 tonnes and total reserve price of Rs 2,700,000. Lot 1 comprises scrap material from three large cigarette rolling machines and five small cigarette manufacturing machines, including metal parts, components, plastic drums and miscellaneous items weighing 12.670 tonnes with a reserve price of Rs 2,450,000. Lot 2 consists of old air conditioners and miscellaneous scrap items totalling 1,200 kg with a reserve price of Rs 250,000. The disposal process is conducted in accordance with Public Procurement Regulatory Authority (PPRA) framework, rules, regulations and guidelines, with all activities managed electronically through the EPADS v2.0 platform.
Only bidders duly registered on EPADS v2.0 and meeting the specified eligibility requirements are permitted to participate. Bidders must possess valid FBR NTN and Sales Tax registration and appear on the Active Taxpayer List (ATL) in accordance with applicable law and e-disposal document requirements. Earnest money or bid security of five percent of the reserve price must be furnished in the manner specified in the EPADS e-disposal documents; bids submitted without required valid bid security shall be rejected as non-responsive. Interested bidders are strongly advised to inspect the material during the prescribed inspection period at the Regional Tax Office, Sialkot, before participating in the e-auction, as failure to inspect does not entitle successful bidders to raise claims regarding condition, quantity, weight, quality or composition.
The complete e-disposal documents, detailed terms and conditions, eligibility requirements, lot details, reserve prices, bid security requirements and auction schedule are available to registered bidders through EPADS v2.0. All lots are sold strictly on an "as is, where is" and "as is, what is" basis without any warranty regarding quality, quantity, weight, fitness, usability or marketability. The successful bidder must deposit accepted sale consideration within the period specified in the award letter, with all applicable taxes, duties, levies and government dues payable by the successful bidder in addition to the accepted bid amount. All expenses relating to weighing, counting, dismantling, cutting, loading, labour, handling, lifting, transportation and removal of purchased material shall be borne entirely by the successful bidder at his or her own cost and risk.
