Description / Scope of Work
FESCO invites sealed bids from contractors registered with the Pakistan Engineering Council (PEC) and renewed for the year 2026–27 for the execution of 42 separate civil works contracts under single-stage, single-envelope bidding procedure in accordance with PPRA Rules 2004 (amended). The works are located across FESCO's operational areas in Punjab and include special repairs, maintenance and renovation of office buildings, quarters, workshops and infrastructure assets; construction of new structures such as parking sheds, D-type quarters and boundary works; and silt clearance and sewerage system repairs. Estimated contract values range from approximately Rs 7.6 lakh to Rs 64.4 lakh, with annual turnover thresholds varying from 0.378 to 3.221 crore rupees. Completion periods range from 20 to 150 days depending on scope.
Bidders must hold a valid, renewed PEC certificate in the appropriate specialization category for 2026–27; be registered on the Active Taxpayers List (ATL); submit income tax returns for the last three financial years; possess a valid PRA (Punjab Revenue Authority) registration; and hold a valid National Competitive Bidding (NCB) certificate. Contractors must have successfully completed at least two similar contracts within ten years as main contractor; the consolidated value of previous contracts must exceed 40 percent of the estimated BOQ cost; average annual turnover over the preceding three years must be at least half the work value; and contractors must maintain cash reserves equivalent to 10 percent of contract value and last year's bank statements. All safety instructions per NEPRA Safety Code must be adopted. Bid security of 3 percent of BOQ is required, valid for 140 days beyond bid validity date.
Bid documents can be obtained and downloaded from the E-PADS Version 2.0 portal (www.eprocure.gov.pk) and the PPRA website (www.ppra.org.pk). Bids must be submitted electronically through E-PADS Version 2.0 by 11:30 AM on 20 October 2026; bids will open on the same date at 12:00 noon. Interested bidders should contact the office of the Executive Engineer, Civil Works Division No. 1, FESCO Faisalabad, up to 19 October 2026 for further information. Original Bid Security (CDR) in favour of the Executive Engineer must be presented at opening on 20 October 2026 by 11:00 AM. FESCO reserves the right to reject any tender without providing justification as per Clause 33(i) of PPRA Rules 2004 (amended up to 2022).
