For Bidders: Our Analysis PAKISTANTENDER INSIGHT
Independent analysis by PakistanTender, written with AI from the official notice and checked by our quality rules — not part of the official notice. Always confirm details against the original tender document.
This is a formal Defence procurement for IT supplies and services managed by the Navy's procurement directorate.
The notice emphasizes strict compliance with PPRA 2004 and DPP&I-35 regulations; bidders lacking DGDP registration must be willing to register post-award. The three-envelope submission structure (technical duplicate, earnest money, commercial single) is mandatory; non-compliance invites rejection. Scale appears medium to potentially large given the Navy's context. Notable requirement: technical evaluation precedes commercial opening, and deviation from specifications must be explicitly flagged by bidders.
Who can bid: Bidders must be registered or willing to register with DGDP (Directorate General Defence Purchase) and possess security clearance eligibility. Typically for defence contracts, firms require valid business registration (SECP), NTN, and relevant technical certifications. DRAP registration is mandatory for medical supplies if applicable. No specific PEC category mentioned; this is an open tender.
