Description / Scope of Work

THQ Hospital Daska, operating under the Health and Population Department of the Government of Punjab, is issuing a framework contract for the local purchase and supply of multiple categories of medical consumables and equipment for the financial year 2026–27. The procurement includes local purchase of medicine (15 percent day-to-day supply), pathology laboratory and blood bank items, supply and installation of fully automatic haematology and chemistry analyzer on reagent rental basis (RRB), general store and stationery items, IT equipment, radiology items including X-ray films (digital and manual), dental items, biomedical gases, and printing and publications. The estimated contract value exceeds 40 million Pakistani rupees, divided into 10 packages with individual costs ranging from 1.0 to 10.5 million rupees. The framework is designed to meet the hospital's operational and patient care requirements throughout the financial year 2026–27.

Eligible bidders must not be associated with firms that provided consulting services for the preparation of specifications and design for this procurement. Government-owned enterprises may participate only if they are legally and financially autonomous, operate under commercial law, and are not dependent agencies of the Government. Bidders must submit an undertaking confirming they are not blacklisted by Civil Hospital Daska or the Punjab Procuring Regulatory Authority (PPRA). Bid security of 2 percent of the estimated cost for each package is required and must be submitted in the form of CDR, pay order, or demand draft from a scheduled bank. All goods must originate from eligible source countries as defined in the bid data sheet.

Bidding documents are available electronically through the E-Procurement system under PPRA Rules 2024 (amended). Bidders must submit PDF files via the E-Procurement Portal; hard copies are not acceptable. The bid submission deadline is 26 October 2026 at 11:00 AM, with bid opening on the same date at 11:30 AM. Further details, terms and conditions, and bidding documents can be obtained from the PPRA website (https://ep.punjab.gov.pk) or the hospital's website (thqdaska.punjab.gov.pk). Inquiries may be directed to the Medical Superintendent, THQ Hospital Daska, at telephone 042-9200034 or mobile 030-6631695. All procurement shall be governed by Punjab Procurement Rules 2024 (amended to date).

For Bidders: Our Analysis PAKISTANTENDER INSIGHT

Independent analysis by PakistanTender, written with AI from the official notice and checked by our quality rules — not part of the official notice. Always confirm details against the original tender document.

This is a large, multi-package framework contract spanning 10 supply categories (medicines, lab equipment, IT, radiology, dental, gases, stationery, printing) with total estimated value exceeding 40 m…

llion rupees for a hospital's annual operations. The closing date of 26 October 2026 is significantly distant, allowing reasonable preparation time. Notably, the reagent rental basis model for the chemistry and haematology analyzer differs from outright purchase and may appeal to suppliers offering service-based arrangements. As a framework contract, successful bidders can expect recurring monthly orders throughout the financial year, providing revenue predictability. The 10 separate packages allow specialised suppliers to bid for focused categories rather than requiring full-portfolio capability.

Who can bid: Typically, local medicine and medical supplies suppliers require registration with the drug regulatory authority (DRAP) and relevant provincial licenses. Importers must hold valid import licences. All bidders require NTN (National Tax Number) registration and must be registered with SECP or FBR as appropriate. Bidders must not be blacklisted by PPRA or the hospital. Government-owned enterprises must be legally and financially autonomous.
