Punjab Life Insurance Company Limited invites electronic applications from eligible and experienced marketing and advertising agencies for prequalification to provide Conventional Marketing services. The scope includes branding and strategy, content development, outreach and activations, outdoor advertising, and dissemination and distribution services. This prequalification exercise shall be conducted in accordance with the Punjab Procurement Rules, 2014 (as amended) through the Punjab e-Procurement System. Only applicants who successfully prequalify under this document shall be invited at the next stage to submit detailed proposals. The prequalification process is not an offer or commitment to award any contract.
Eligible applicants must be legally constituted entities registered on the Punjab e-Procurement system and must apply as a single legal entity; joint ventures and consortia are not permitted. An applicant that is blacklisted or debarred by the Punjab Procurement Regulatory Authority (PPRA) or any public sector organisation, or that has a conflict of interest, shall be ineligible. All applications must be prepared in English and uploaded as legible, indexed PDF files, with every form signed and stamped by the applicant's authorised signatory who must attach a valid authority letter, board resolution or power of attorney. Documents required on stamp paper shall be uploaded as scanned copies of the originals, which PLIC may require for verification.
Applications must be submitted exclusively online through the Punjab e-Procurement System by Monday, 02 November 2026 at 12:00 PM Pakistan Standard Time; the system will not accept submissions after the deadline and PLIC shall not be responsible for internet or connectivity delays. Electronic opening of applications shall occur on the same day at 12:30 PM PST at PLIC Head Office, with applicants' authorised representatives permitted to attend. Applications shall not contain any price, fee or financial information and may be rejected if financial details are disclosed. The qualifying threshold requires satisfaction of all mandatory eligibility requirements and not less than 75 out of 100 total marks.
