For Bidders: Our Analysis PAKISTANTENDER INSIGHT

NUST is procuring ICT infrastructure goods for Phase-2 of JSPPL at H-12 Campus under FY2026-27 budget.
This is a medium-scale institutional IT equipment supply contract using QCBS methodology. Notably, the tender follows Public Procurement Rules 2026 and mandates ePADS registration—a significant procedural hurdle. Single-stage two-envelope process suggests balanced emphasis on technical specs and pricing. No recurring element implied; appears project-specific for campus modernization. Closing date is distant (Nov 2026), allowing preparation time but requiring early ePADS compliance.
Who can bid: Bidders must register on ePADS v2.0 portal. No PEC category specified; this is non-construction IT procurement. Typically, Pakistani IT suppliers require active SECP registration (if company), valid NTN, and tax compliance. Federal procurement under PPR 2026 may require additional auditor certification or insurance. Registration restrictions on ePADS itself may exclude unregistered or blacklisted entities.
