DUHS is establishing three-year rate contracts for pharmaceutical and medical supplies across locally-manufactured drugs, imported drugs, and surgical consumables/devices—a combined Rs.
1.5 billion procurement. Scale is large institutional supply; bidders should note the split-category structure allows partial participation but requires separate bid security per category. This is recurring institutional consumption (not project-based), suggesting stable demand. Tight November 2026 deadline and mandatory EPADS submission mean systems readiness is critical. Single-stage process reduces negotiation opportunity.
Who can bid: Must be registered on FBR or SRB Active Taxpayers List. Typically, pharmaceutical suppliers also require drug registration/licensing from DRAP; surgical device suppliers require medical device registration. SECP registration (if private entity) typically required. No explicit PEC requirement stated; however, pharmaceutical/medical device distributors typically fall under commerce/trading categories. Foreign bidders typically excluded on 'local purchase' language.
