The Livestock Development & Research Centre (LDRC), Livestock & Dairy Development Department invites pre-qualification applications from manufacturers, firms and authorized suppliers for supply of livestock feeds and minerals to departmental livestock farm(s) on need basis under an open framework agreement for three years in accordance with AJ&K Public Procurement Rules 2017. The procurement covers three lots: Lot 1 includes concentrates and total mixed ration such as milking vanda, beef vanda and TMR; Lot 2 covers roughages including wheat straw and silage; and Lot 3 comprises supplements and minerals including molasses, gur, solid salt and feed mineral mixtures. This is a recurring framework contract managed from Muzaffarabad, AJK, under which prices will be competed among pre-qualified firms through calls for bids issued as needed.
Eligible applicants must be registered with SECP, AJK Government or the Registrar of Firms, or hold sole proprietorship with valid NTN (FBR or AJK CBR) with active taxpayer status. Applicants must provide sales tax registration where applicable, submit an affidavit confirming they are not blacklisted, and demonstrate at least one year of experience in supplying the relevant items with two completed supply orders in the last three financial years. Financial statements for the last three years are mandatory. For Lot 1 and feed minerals, applicants must be manufacturers or authorized dealers. Eligibility will be evaluated on a pass-fail basis as detailed in the pre-qualification document.
The pre-qualification document is available on written request from the Senior Research Officer's office on payment of Rs 1,000 non-refundable fee during office hours until 04-11-2026. Sealed applications must reach the office by 05-11-2026 at 10:00 am and will be opened the same day at 11:00 am in the presence of applicants' representatives. No price or bid security is required at the pre-qualification stage. Grievances will be addressed under Rule 48 of the procurement rules.
