Description / Scope of Work
Municipal Corporation Hub invites sealed tenders under the Balochistan Public Procurement Rules 2014 for the procurement of a skid street loader. The tender reference number is TSE-2627101202951, dated 22 October 2026, and is open to eligible bidders dealing in sales and after-sale services of manufactured vehicles and accessories. This is a national scope procurement conducted through open competitive bidding via electronic submission only through the Electronic Public Procurement System (EPPS) of the Government of Balochistan. No physical bids will be accepted. The procurement follows a single-stage, two-envelope bidding procedure with evaluation based on eligibility check, technical responsiveness, and financial assessment using combined quality and cost marks.
Bidders must demonstrate three similar assignments valued at PKR 17.5 million completed within the previous five years, supported by supply orders with completion certificates or inspection reports. Financial capacity requires a minimum turnover of PKR 18 million over three consecutive preceding years, evidenced by a bank certificate. Bidders must be registered as active taxpayers with an NTN certificate, hold a valid sales tax registration certificate, and provide proof of GST registration. A non-blacklisting declaration from all PPPRAs is mandatory. Bid security equivalent to 2 percent of the estimated contract value must be submitted as a deposit at call. The bidding document fee is PKR 1,000, payable via green challan. Manufacturer authorization as a distributor and delivery time completion certificate on company letterhead are compulsory. CDR and green challan originals must be provided. Joint ventures are not permitted; bidders must apply as sole entities.
The bidding document is freely accessible at bppra.gob.pk for electronic submission. Bids must be submitted electronically by 29 October 2026 at 09:00 AM through EPPS. Technical bid opening occurs on 29 October 2026 at 10:00 AM through EPPS. The financial bid opening date will be communicated following completion of technical evaluation. Performance security of 10 percent of the contract value is required, payable by demand draft, pay order, bank guarantee, or insurance bond with AA ranking. All bidders must register with the Electronic Public Procurement System of BPPRA. Bid validity is 90 days.
