Eligible bidders must demonstrate three similar assignments valued at PKR 12 million completed within the previous five years, supported by supply orders with completion certificates or inspection reports. Financial capacity requires a turnover of at least PKR 15 million over three consecutive previous years, evidenced by bank certificates. Bidders must be active taxpayers listed on the Active Tax Payer List with valid NTN and GST registration certificates. A non-blacklisting declaration from all PPPRAs is mandatory. Bid security of 2 percent of estimated value must be submitted as a deposit at call. The bidding document fee of PKR 1,000 is collected via green challan but is not required for document issuance; it will be verified during eligibility assessment. Performance security of 10 percent of contract value is due upon award as demand draft, pay order, bank guarantee, or insurance bond with AA ranking.

Bidding documents are freely accessible at bppra.gob.pk for electronic submission only. Bidders must register on the EPPS system using their government user credentials. Electronic bids must be submitted by 29 October 2026 at 09:00 AM. Technical bid opening occurs on 29 October 2026 at 10:00 AM through EPPS.
