Description / Scope of Work
REDAMCO, a subsidiary of the Ministry of Railways and a State-Owned Enterprise, invites sealed bids for the grant of lease rights to Design, Finance, Build, Operate, and Transfer (DFBOT) Modern Retail Complexes at various railway stations. The scope of this Public-Private Partnership includes the development of allied facilities such as EV charging stations, international and national food chain outlets, convenience stores, marts, and pharmacies. The lease period is set for 21 years, extendable for another term, with a 10% annual compound increase in rent. Bidding follows a Single-Stage Two-Envelope procedure as per PPRA Rules 2004. Interested parties must submit a non-refundable processing fee of 25,000 Rupees per site and provide a commitment fee alongside the annual rent offer. A pre-bid meeting is scheduled for 12 May 2026 at the REDAMCO Head Office in Islamabad, also accessible via Zoom. Detailed bidding documents and site imagery are available on the REDAMCO website. All technical and financial proposals must be submitted by 02:00 PM on 21 May 2026, with the technical bid opening occurring at 02:30 PM on the same day.
