The Railway Estate Development and Marketing Company Private Limited, a state-owned subsidiary of the Ministry of Railways in Islamabad, Federal Government invites sealed bids under a single-stage two-envelope procedure for the long-term leasing of premium commercial sites. The designated purpose of this procurement is to establish operational fuel stations, electric vehicle charging setups, and associated retail allied facilities across multiple strategic regional locations. The partnership is offered for a fixed, non-extendable lease period of twenty-one years, featuring a mandatory ten percent compound annual increase in rent and a nine-month mobilization period starting from the date of physical possession. Eligible participants include registered Oil Marketing Companies, their authorized retail dealers, and individuals acting in formal collaboration with certified marketing firms. Bidders must offer competitive quotes against benchmark annual rentals and an upfront one-time non-refundable commitment fee. Finalized proposals along with a twenty thousand Rupees refundable processing fee per site must be submitted physically to the manager estate north corporate office no later than 2:00 PM on 08 June 2026.
