Description / Scope of Work
The Punjab Central Business District Development Authority invites Joint Venture proposals for the development of three residential plots to establish branded residences with commercial space situated at CBD Quaid District in Lahore, Punjab. The project, known as The Regalia 2, comprises plots 2B-17, 18 and 19 with a combined total area of 96,000 square feet and a floor area ratio of 1:8. The authority seeks interested firms, companies, consortiums, individual investors and developers to submit proposals in the Joint Venture mode of Design, Build, Finance, Own, Operate and Maintain (DBFOOM). This iconic destination for experiential living represents a transformative opportunity in Lahore's central business district.
Interested entities are required to demonstrate technical and financial capacity by submitting sealed envelope proposals containing two separate components: technical and financial proposals. The bidding procedure will follow the Single-Stage-Two-Envelope method as outlined in the PCBDDA Procurement Regulations 2024. The Request for Proposal can be purchased upon submission of a non-refundable fee of PKR 50,000 in the form of a Pay Order to the Punjab Central Business District Development Authority. Technical bids must be accompanied by a bid security of PKR 20,000,000 in the form of a Pay Order or CDR/Bank Guarantee.
The project briefing will be conducted on May 19, 2026 at 02:30 PM in the Conference Room of PCBDDA. The Request for Proposal deadline is June 2, 2026 at 02:30 PM, with proposal opening scheduled for June 2, 2026 at 03:00 PM. In the event of an official holiday on the submission date, the following day will be considered the closing date. Detailed RFP documents are available on the PCBDDA website at www.cbdpunjab.gov.pk.
