Description / Scope of Work
District Administration Hafizabad invites electronic bids for a framework contract regarding procurement of various goods and items required for the offices of the Deputy Commissioner, ADCR (Assistant Commissioner Cooperative) Region, District Registrar, and Dehi Maraakiz e Mall for the financial year 2026-27. The procurement will be conducted on a free delivery to consignee's end basis and is open to GST, Income Tax, and e-PADS registered firms. Bidders must quote for the entire total quantity on a lot-wise basis; bids for partial quantities will be rejected outright. The bidding documents containing detailed specifications, terms and conditions, and quantity requirements can be downloaded from the PPRA website at https://ppra.punjab.gov.pk and the e-PADS portal at https://punjab.eprocure.gov.pk without any fee.
Bidding shall be conducted through a Single Stage Two Envelopes procedure in accordance with the Punjab Procurement Rules 2014. All bidders must be registered with GST, Income Tax, and e-PADS. Bid security of 1% of the estimated cost must be submitted in the form of Bank Draft, Bank Guarantee, Call Deposit Receipt (CDR), or Pay Order in favor of the Deputy Commissioner Hafizabad. The bid security should be valid until the validity period of the bids and must be attached as an unhidden scanned copy with the electronic proposal submitted through e-PADS, with the original provided to the office before the tender closing time. The successful bidder will be required to furnish a Performance Guarantee of 1% of the contract amount.
The last date and time for bid submission is 08 June 2026 up until 11:30 A.M., with electronic opening scheduled for the same date at 12:00 P.M. Supply must be made within 7 days from the date of work order, with a penalty of 2% per month charged for late delivery. All documents must contain proper page marking, be attached in sequence as per evaluation criteria, and be signed by an authorized person. The procurement process is governed by Punjab Procurement Rules 2014.
