Description / Scope of Work
National University of Medical Sciences (NUMS) Rawalpindi invites sealed bids for the procurement of electric bikes and motorcycles as per specifications outlined in Annex-A. The tender is conducted through a single-stage, two-envelope PPRA bidding procedure. The selected vendor will be responsible for supplying the required vehicles in accordance with provided specifications and operationalizing them to ensure full functionality within the timeframe specified by the procuring agency, including staff training where required. This procurement opportunity is open to all registered suppliers, dealers, associations of firms, joint ventures, and government-owned enterprises duly authorized to participate.
Bidders must be registered with relevant registration authorities and tax departments including Income Tax, PPRA, Sales Tax, and certificate of incorporation or company registration. A joint venture, consortium, or association must nominate a lead member with authority to conduct all business on behalf of the members. Companies must maintain a valid bank account as NUMS will make all payments through crossed cheques. Bid security of one percent of the total bidding cost must be submitted in the form of CDR, DD, or pay order. The bid security of the successful bidder will be retained until completion of the assignment. All bidding documents must be completed in full, with no additions, omissions, or changes to any items, serial numbers, options, terms, or conditions.
Sealed bids must be submitted on or before 2 June 2026 at 0930 hours to ATR Building, Adiyala Road, adjacent to Army Public School and College for Girls, Humayun Road, near Kacheri Chowk, Rawalpindi. Bids submitted via email or fax will not be accepted. Public bid opening will occur on the same day at or after 1000 hours by the Tender Opening and Evaluation Committee in the presence of participating bidders or their authorized representatives. Essential documents required at bid submission include manufacturer authorization letter, OEM certificate, certificate of origin, quality assurance or ISO certification, and performance guarantee documentation. Payment will be made upon satisfactory delivery and end user satisfaction with submission of a work satisfactory report.
