Description / Scope of Work
Pakistan State Oil Company Limited (PSO) invites quotations for an annual maintenance contract covering preventive and emergency maintenance of twelve 250 KVA diesel generator sets located in Lahore City at PSO House, Sunshine EV Charger facility, and rest areas in Zahirpir and Bhera within the Central Region of Sindh Province. The contract scope encompasses comprehensive monthly preventive maintenance visits with qualified technicians equipped with tools and consumables to ensure reliable operation and prevent downtime. The contractor must perform thorough cleaning of all generator components, conduct detailed inspections of electrical and mechanical systems, monitor fuel efficiency, assess wear and tear on moving parts, and provide stack emission monitoring reports with measurements of SO2, CO2, CO, NOx, noise, particulate matter and smoke according to Pakistan Environmental Quality Standards and noise testing protocols.
The contractor must possess ISO/IEC 17025 accreditation with PNAC scope including stack emission and noise monitoring, valid EPA registration, and calibrated equipment including flue gas analyzers, isokinetic sampling equipment for particulate matter, stack pitot tubes, velocity measurement systems, opacity meters and Class 1 sound level meters. All reports must include sampling methodology following EPA or APHA standards, detection limits, uncertainty statements, quality assurance and control statements, and authorized signatory attestation. The contractor is responsible for maintaining inventory of replacement filters changed every 250 running hours or six months whichever comes first, managing qualified technicians for preventive and emergency visits, maintaining detailed maintenance logs and checklists for each generator set, and restoring sites to original condition after each visit with full responsibility for any property damage incurred during maintenance.
