Description / Scope of Work
The Government of Khyber Pakhtunkhwa Communication and Works Department C&W Mega Project Division Swat invites electronic bids from eligible firms and contractors for three infrastructure development works under the Single Stage Two Envelope bidding procedure in accordance with KPPRA procurement rules 2014 Amended. The projects include strengthening of DHQ Hospitals Building Capacity to Respond COVID-19 and Any Future Pandemic in Khyber Pakhtunkhwa, strengthening of DHQ Hospitals and building capacity to respond to COVID-19 and any future pandemic in Khyber Pakhtunkhwa, and upgrading of Secondary Health Facilities including Improvement of Accident and Emergency Units in newly merged districts. All three projects are classified under C-02 category requiring specialized codes as detailed in bidding documents. The works are to be completed as per work order with submission deadline of 11 June 2026 at 12:00 hours.
Eligible bidders must be registered with Khyber Pakhtunkhwa Revenue Authority KPPRA and Pakistan Engineering Council PEC in the relevant category of specialization. Firms must possess adequate financial soundness, relevant experience, personal capabilities, required equipment and other requirements as detailed in the Invitation to Bid and Bidding Documents. Bid security requirements vary based on bid amount: contractors quoting their bids 10 percent below Engineering Estimate shall submit 2 percent bid security, those quoting 10 to 20 percent below shall submit 8 percent additional security plus 2 percent bid security, and those quoting more than 20 percent below shall submit additional security equal to the differential amount. All bidders are required to quote rates electronically above, below or at PAR for both price BOQ and Engineer Estimate on the E-PAD system.
Bid solicitation documents and detailed instructions can be obtained from the KPPRA website through the E-PADS System with a non-refundable charge of Rs. 10000 for photostat and office fee plus applicable KPPRA fee. Technical bids will be opened on the same day of submission at 12:30 hours at the office of the Executive Engineer C&W Mega Projects Division Swat, while financial bids opening date will be announced after technical bid approval. Hard copy submission of firm details and brochures is required for record purposes with electronic submission via E-PAD system. All bid securities, affidavits, and documentation must be submitted electronically along with E-PAD system submission.
