Description / Scope of Work
The Chief Commissionerate for Afghan Refugees (CCAR) under the Ministry of Kashmir Affairs, Gilgit-Baltistan, State and Frontier Regions, Government of Pakistan, invites pre-qualification applications from contractors and firms for miscellaneous works in the education and water supply sectors across four provinces under the Hosting Community Support Programme (HCSP). The Project Director through the Project Management Unit (HCSP) intends to execute miscellaneous works involving construction of buildings and water supply schemes. Pre-qualification will be conducted in two categories (A and B), with evaluation criteria based on the contractor's capability to handle projects of specific magnitude and category-wise scope. The pre-qualification document containing detailed terms, conditions, procedures for submission of applications and evaluation criteria is available on the E-Pak Acquisition and Disposal System (EPADS) website at https://eprocure.gov.pk from May 21st, 2025 until June 8th, 2026.
Applications prepared in accordance with the instructions in the Pre-Qualification Document must be submitted both physically and electronically through EPADS. Hard copies of applications must reach the Office of Project Director (HCSP), PMU, CCAR, Emigration Tower, 5th Floor, Sector G-8/1, Islamabad in sealed envelopes by hand or courier, not later than June 8th, 2026 at 11:30 hours. The applicant's name and address shall be clearly marked on the envelope along with the category for which they are applying. Applicant firms pre-qualified for higher categories will be automatically pre-qualified for lower categories. Applications received after the deadline will not be considered.
Only contractors pre-qualified under this procedure will be invited to bid. The Project Director (HCSP), PMU, CCAR reserves the right to reject or accept any or all applications and cancel the pre-qualification process.
