Upgradation and Rehabilitation of WASA Lahore Training Institute by WASA

Water and Sanitation Agency (WASA), Lahore invites competitive bids for the upgradation and rehabilitation of WASA Lahore Training Institute located at Gulshan-e-Ravi, Lahore, Punjab. This is a major civil works project with an estimated cost of Rs. 207,802,154. The scope encompasses complete renovation, rehabilitation, and upgradation of the training institute facilities to enhance institutional capacity and service delivery. The tender is being floated under tender reference P&S/25.01/6972 through the e-PADS (electronic Public Procurement Agency Database System) platform managed by Punjab Procurement Regulatory Authority (PPRA).

The tender is open to contractors, firms, and companies registered on e-PADS with valid Professional Engineers Council (PEC) licenses in category C-3 or above, possessing specialization in civil engineering codes CE-09 and CE-10. Bidders must be registered with the Federal Board of Revenue (FBR) and Punjab Revenue Authority (PRA) with active filer status (NTN and PNTN). Bid security of 3 percent of estimated cost, amounting to Rs. 6,234,064.62, is required in the form of CDR, bank guarantee, postal order, demand draft, or banker's cheque (insurance bonds not acceptable). The bid security must be submitted in soft copy on e-PADS and hard copy in original form to the office of Director Procurement & Stores, WASA, Lahore at 59-F Gulshan-e-Ravi by the tender submission deadline.

Bidding shall follow a single-stage two-envelope procedure through e-PADS only at www.punjab.eprocure.gov.pk. Bids must be submitted electronically by 12 June 2026 before 11:00 AM, with technical bids opening the same day at 11:30 AM. Bidders must quote firm rates for each item in the detailed estimate or bill of quantities; percentage-based bids will be rejected. Only technically responsive bidders will qualify for financial bid evaluation. Bids remain valid for 120 days. All procurement is governed by PPRA Rules 2014 and Punjab Procurement Regulations 2024. Conditional tenders and submissions via post or telegraph are not accepted.
